Illinois residents are fleeing the state. When people leave, they take their purchasing power, entrepreneurial activity and taxable income with them. For more than 15 years, residents have left Illinois at a rate of one person every 10 minutes.
Recent data from the Internal Revenue Service shows that, in 2009, Illinois netted a loss of people to 43 states, including each of its neighbors – Wisconsin, Indiana, Missouri, Kentucky and Iowa. Over the course of the entire year, the state saw a net of 40,000 people leave Illinois for another state.
The data reflects a continuation of a trend of out-migration from Illinois that has lasted more than a decade. Between 1995 and 2009, the state lost on a net basis more than 806,000 people to out-migration.
When people leave, they take their income and their talent with them. In 2009 alone, Illinois lost residents who took with them a net of $1.5 billion in taxable income. From 1995 to 2009, Illinois lost out on a net of $26 billion in taxable income to out-migration.
Illinois lost one person every 10 minutes between 1995 and 2009. Will the people who stay in Illinois demand reform before more wealth and jobs leave the state?

Consider the Source
After reading the comment above,I went directly to the source data to see if indeed this was true. This data from Illinois Policy Institute is based on IRS returns, not Census.
The available data from the IRS (IRS.gov) shows that, indeed, there is a large migration from IL. I was not able to retrieve data all the way back to 1995. The trend I saw from 2004 was smaller than IPI reports but the trend is there. Whether or not it is a significant change, is left to interpretation and further study of previous data.
What we see is two government data sets that disagree. Probably even more interesting, in the big scope of things. ;)
The data does show people flocking to neighboring states which could indicate they are working in IL but living just outside.
Ridiculous
This article is ridiculous. All one needs to do is a simple Google search to see that with the exception of a few Sun-belt states, Illinois’ population trends are very much inline with nearly every other state in the country. From 1995 to 2009 Illinois’ population increased from 12.0 million to 12.9 million while similar size states such as Pennsylvania, Ohio and Michigan had less impressive growth.

I am one of them. I left Illinois in the 1990's for Indiana. I have since started a business here, that probably would have been in Illinois had they not chased me out. I will never go back. My sister in law's brother started a business with his wife a few years ago and they recently got chased out of Illinois to Arizona. Illinois wanted to raise taxes on their $250,000 business by over $20,000 a year. There was no way they could take a hit like that. They are loving Arizona and their higher standard of living they have there.
Illinois may be making headlines with big companies like Sears, Jimmy John's, Caterpillar, the Board of Trade and the like looking for the exits. But its all the little (and medium) sized business that are leaving every day that are killing Illinois (death by a thousand cuts!!). Illinois gives these business's the middle finger every day and people are tired of it. I can think of thirty, yes thirty small businesses in my area alone that moved from Illinois. Some have since grown quite a bit since moving here. Now there are two larger companies on the way here from Illinois.
Illinois really needs to get it house in order and it needs to do it now. Its bleeding pretty badly.
